Added a mechanism to not allow additional payments on orders already marked as paid.

Fixed an issue where Mass Mails were getting stuck in Sending status.

Removed Porch Gold dashboard pages for companies opted into that program due to low usage.

Fixed an intermittent bug when eligible inspections were not being sent to Porch because of a race condition between sending to Porch and saving the inspection report.
