Updated the legal language for our FlexFund agreement.

Added a check to make sure an inspection company's routing number is 9-digits to ensure they are paid for FlexFund transactions in a timely manner.

Updated the text for FlexFund transactions in our legacy invoice system to make it clear that the transaction is being paid for at closing.
