Updated packages options on a customer's ISN-managed landing page.

Fixed an issue with permissions on the /useredit page.

Fixed an issue where editing an order with multiple clients on it was causing duplication, and merging clients was causing two clients on the order.

Fixed an issue where sales price fee adjustments were resetting inspection type to ALL.

Fixed some backend logic related to billing.
