Go to Settings -- Office Settings -- Fees per Zip Code

Check off the box that enables the Zip Code Filtering and hit Update Zip Code Fees

Note: This will make inspectors completely non-selectable in the "Inspectors / Date & Time" tab of your order form when they do not serve the postal code provided in the "Subject Property" tab.
Inspector and Postal Code relationships can be setup by going to Administration --> User Administration, then editing each inspector and clicking on "Serviced Postal / Zip Codes." Here is the link to the article to know more about how to assign Zip Code Territories for Inspectors.
